应用层截包驱动程序工作在操作系统内核，截断了所有的报文收发过程，并且把报文送到应用程序中处理，根据应用的策略，或者继续收发过程，或者丢弃，或者做其他的改变。
这个工具包提供了应用编程接口，允许应用程序处理报文，从而可以在实现以往必须写驱动程序才能做到的事情。
不考虑性能因素的话，在UCapture的基础上，可以实现所有的网络应用。
本文中的代码即实现了一个简单的防火墙。
