mpeg2dec说明：
四个项目：
libmpeg2：是解码的核心， 单独编译该项即可生成器调用库libmpeg2.lib，将其库及mpeg2.h 拷贝到其它工程里头，即可调用其解码库
libmpeg2convert：
是YUV与RGB之间的格式转换
libvo： 是解码后的播放
