The API enables one-way transliteration of national scripts to latin alfabet and is intended to support the creation of permalinks in which the keywords corrolate to the keywords in the HTML page title.
URL"s only support latin alfabet (and percent encoding) but HTML page titles can leverage the whole range of unicode characters. By transliterating the page title to latin alfabet when creating a new permalink some level of corrolation is maintained between the URL and the page title.
The API only assists in transliterating national scripts, more processing is needed to create the final permalink.
