Small and expandable.
Work on MUX and Rhost at least.
Not restricted by game system.
Include a simple, flexible die roller.
Track various stats (like XP, WP, etc) with simple up-down stuff.
Rules can be set as to what"s legal and what"s not pre-chargen.
Simple approval process.
