base64tool.exe is designed to encode and decode UTF-16 format which can be used
in Microsoft Active Directory "unicodePwd" value.
Windows installation
Run setup file
commandline to installation location (eg in Win7 press SHIFT + Right-click on "C:Program Files (x86)ase64tool" then select "Open command window here")
