移动电话主要采用频率复用，但分配给移动电话的频段很少，远不能满足用户的需要。
因此就提出将地区划分成小区，称为蜂窝（Cell），每个蜂窝内使用一组频率，相隔一段距离后，相同的频率又可重复使用。
