Tobago is a board game designed by Bruce Allen and published by Rio Grande Games (and several other publishers). (I am not affiliated with any of these people.)
The initial setup of the game has many random elements. This program constructs a pseudorandom board layout for you. It can be run from a command line, and soon it will be an Android app as well.
The code is Apache2-licensed meaning you can do all kinds of things with it, including steal it and use it as part of something else (like a playable on-line game!).
